Mayor Berkowitz's mask mandate is a good start but I believe additional actions from him and the Anchorage Assembly could significantly enhance the effectiveness of this initial health and safety measure. We must use both the carrot and the stick. The Mayor and Anchorage Assembly should therefore enact a two-pronged supplement to the new mask mandate.
1. Reward businesses with multi-tiered tax incentives for both faithfully enforcing the new mask mandate as well as offering discounts or random prizes to customers who properly wear masks while shopping. *Punishment cannot be the only motivation for behavioral change.
2. Penalize businesses for not enforcing the Anchorage mask mandate with fines, business license and permit suspensions, etc. Also penalize individuals for not wearing masks in appropriate locations with citations/tickets. Proceeds from the mask citations/tickets can go towards public health programs and COVID-19 prevention and recovery initiatives. **No policy or law should be without teeth.
These concepts may be expanded to the state and national level. Both rewards and penaties may vary but will serve the ultimate purpose of keeping our citizens healthy and safe during this deadly Coronavirus pandemic.
