The Communist Party chief of Xinjiang who oversaw the mass construction of detention camps in the largely Muslim region has a track record of dealing with ethnic minorities with an iron fist.
Chen Quanguo, 64, arrived in Xinjiang in August 2016 from Tibet, where he criminalised self-immolation by protesting Tibetan monks during his five-year reign as the top official of the Himalayan region.
It was his hardline policy there that brought Mr Chen to Xinjiang, where his predecessor, Zhang Chunxian, was seen in Beijing as having failed to end violence by members of the Muslim Uighur minority.
Mr Zhang believed in carrots, like good schools and favourable work policies. Mr Chen believes in sticks.
