A Baltimore port terminal operator has been fined $18,750 for moving a shipment of imported vegetables that federal authorities hadn’t finished inspecting.
Ports America Chesapeake accepted the penalty in a Sept. 3 consent decree with the USDA Animal and Plant Health Inspection Service.
In July 2018, a Chicago wholesale food distributor imported over 50,000 pounds of frozen vegetables from Egypt. The shipment was unloaded in the United States at Baltimore’s Seagirt Marine Terminal, operated by Ports America Chesapeake.
Customs and Border Protection issued two agricultural holds to inspect the shipment. But the load was moved onto freight rail to send to Chicago while the holds were still active, USDA said.
In agreeing to the civil penalty, Ports America Chesapeake admitted USDA’s finding of facts but did not admit wrongdoing, the agency said.
